On New Year's Eve at the turn of a new millennium, in an Austrian castle
An epoch no man ever wanted to experience. The once stable political blocs are disintegrating; across the world the situation has reached a stalemate and, unless ‘eternal peace on earth’ is agreed upon, it can only get worse. In an Austrian castle, at a reception to celebrate New Year’s Eve and the turn of the millennium, an announcement is to be made: the declaration of eternal peace. There are are numerous obstacles to be overcome before then however: various groups – the military, the secret and diplomatic services etc – are up in arms; peace will of course mean they will lose the justification for their existence. Double agents, spies, generals, even a pair of lovers do their utmost to fight for or against peace. Finally, the castle retainer, an old man of indeterminate years, who has had roles in every operetta and thus knows the ways of world history, inaugurates the celebrations: a new age of eternal peace has begun…
